Captain Carr was Commanding Officer of the Naval hospital at Norman, Oklahoma. He died in the Naval hospital in Philadelphia. He held the command at Norman until he became ill. He entered the Naval medical reserve in 1916 and was commissioned in the regular Navy medical corps a year later.
