Lt. (jg) Rapp served with the U.S. Naval Reserve. He was a naval pilot when the plane on which he was aboard failed to return to Dunkeswell, England, from an anti-submarine patrol in the Bay of Biscay. He is listed as Missing in Action or Buried at Sea on the Tablets of the Missing at Cambridge American Cemetery, Cambridge, England. He was awarded the Distinguished Flying Cross, Air Medal, and Purple Heart.
