Colonel Downs served at Army Headquarters, X Corps. He took pre-medical work at the University of Illinois and later received an M.D. at Indiana University. He was shot down on Mindanao. He is buried at Manila American Cemetery, Plot G Row 9 Grave 34, Manila, Philippines. He was awarded the Bronze Star with Oak Leaf Cluster, Air Medal, and Purple Heart.
