Ensign Hoy served with the United States Naval Reserve as a gunnery officer on the merchant ship, Puerto Rico. He was killed when the ship went down after being torpedoed on a return voyage from Murmansk, Russia, during a heavy sleet storm about 200 miles northeast of Iceland in the Arctic Ocean. Ensign Hoy is listed as Missing in Action or Buried at Sea on the Tablets of the Missing at Cambridge American Cemetery, Cambridge, England. He was awarded the Purple Heart.
