Lt. Downer served with the 126th Infantry Regiment, 32nd Infantry Division of the U.S. Army. He entered the service from Kentucky and was killed in New Guinea. He is buried at Manila American Cemetery, Manila, Philippines. Lt. Downer earned the Distinguished Service Cross and Purple Heart.
