Lt. Jicka served with the U.S. Naval Reserve. He was pilot of a Navy Catalina Flying Boat when his ship was caught in a tropical squall off the Bougainville coast and lost. He enlisted in the Navy Air Corps in 1941 and had seen much action in the Solomons with the Black Cat Squadron. He is listed as Missing in Action or Buried at Sea on the Tablets of the Missing at Manila American Cemetery; Manila, Philippines.
